The HKMA\u2019s circular of 8 September 2016 on de-risking and financial inclusion, and its circular of 27 April 2023 on access to banking services for corporate customers, tell banks to apply a risk-based approach and avoid wholesale de-risking, meaning turning away whole groups of customers because of a shared background, such as a country or an industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2016 circular named disproportionate practices, including requiring all directors and beneficial owners of an overseas corporate structure to attend account opening, asking a start-up to show a long-established track record, and demanding very detailed source-of-wealth information whatever the risk. The 2023 circular asked banks to train staff who handle applications, keep up with new sectors and offer Simple Bank Accounts to SMEs and start-ups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Simple Bank Accounts come from the tiered account services framework in the HKMA\u2019s circular of 12 April 2019. They offer a narrower set of services with less extensive due diligence at account opening, and suit SMEs, start-ups and companies from outside Hong Kong establishing a presence here. The account can later move to wider services after further due diligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In August 2024 the HKMA linked its Commercial Data Interchange to the government\u2019s Consented Data Exchange Gateway. With a company\u2019s consent, participating banks can retrieve Companies Registry data, such as the registered office address and share capital structure, to support account opening and know-your-customer checks.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-group alignfull vv-section vv-prose has-global-padding is-layout-constrained wp-container-core-group-is-layout-2eebee45 wp-block-group-is-layout-constrained\">\n<h2 class=\"wp-block-heading\">Documents banks ask for<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Bank checklists differ, but expect a company pack and a people pack. The company pack is normally certified copies of the certificate of incorporation, business registration certificate and articles, recent Companies Registry filings on directors and shareholders, a board resolution naming the authorised signatories and, for layered ownership, a chart down to the individual beneficial owners. Overseas corporate shareholders need equivalent documents, usually certified by a suitable professional such as a lawyer or accountant. Keep the significant controllers register consistent with that chart.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The people pack is identity documents for each director, signatory and beneficial owner, and many banks also ask for recent proof of residential address. Then comes the business story: a plan on activities, countries, customers, suppliers and expected volumes, backed by contracts, invoices and evidence of source of funds and wealth, such as bank statements, audited accounts or tax filings. Expect tax residence self-certification forms too, which the Inland Revenue Department requires for new accounts.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-group alignfull vv-section vv-prose has-global-padding is-layout-constrained wp-container-core-group-is-layout-2eebee45 wp-block-group-is-layout-constrained\">\n<h2 class=\"wp-block-heading\">In-person meetings, video and digital banks<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Physical attendance is not a regulatory requirement in every case. The HKMA\u2019s circular of 24 September 2020 on remote on-boarding of corporate customers says it is not necessary to ask a representative to visit the bank in every case. Banks may use video conference, certified documents, intermediaries and reliable technology, provided checks are as robust as face to face. A circular dated 3 September 2026 updated the rules for remote on-boarding of individual customers, citing deepfake risks, and confirms that the 2020 corporate circular continues to apply.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Practice varies. Some traditional banks offer video appointments, while guides say many still expect a signatory at a branch. In October 2024 the HKMA announced that \u201cvirtual banks\u201d would be renamed \u201cdigital banks\u201d. Guides count eight, six with business accounts. Applications are online and quick, but eligibility is narrower: guides report that most require a Hong Kong-incorporated company whose directors and owners all hold Hong Kong identity cards, so non-resident-owned companies are often referred to offline review or excluded.
