The incentives are discretionary and aimed at large projects: a Johor company applies to the Malaysian Investment Development Authority (MIDA) by 31 December 2034, typically with RM500 million of capital investment or annual turnover.

This guide is for Singapore and regional businesses weighing an operation in Johor. It explains what the agreement covers, which sectors and flagship zones can get the 5% rate, the conditions behind the knowledge-worker rate, the border and licensing measures, and what a Singapore company must do to qualify.

Item

Position at 2 October 2026

Legal basis

Agreement exchanged on 7 January 2025; incentives published by MIDA and the Ministry of Finance, granted on approval

Area

More than 3,500 sq km of southern Johor in nine flagship zones

Corporate rate

5% for up to 15 years on qualifying new investment in specified sectors

Knowledge workers

Flat 15% on employment income for 10 years; salary above RM20,000 a month

Application window

Online to MIDA, 1 January 2025 to 31 December 2034

Typical thresholds

RM500 million capital investment, or RM500 million turnover and RM50 million operating spend for a services hub

Other incentives

Mutually exclusive with existing MIDA incentives such as pioneer status

Facilitation

IMFC-J one-stop centre in Johor

What the JS-SEZ agreement covers

Malaysia and Singapore exchanged the JS-SEZ agreement on 7 January 2025, at the 11th Malaysia-Singapore Leaders’ Retreat. According to Singapore’s Economic Development Board, it commits both governments to better goods connectivity, freer movement of people and a stronger business ecosystem. Despite the name, the zone lies entirely in Malaysia: Enterprise Singapore describes more than 3,500 square kilometres of southern Johor, covering Iskandar Malaysia and Pengerang, rather than a single industrial park. Malaysian law, licensing and tax apply throughout.

Investment is organised around nine flagship zones, each with designated sectors: the Johor Bahru city centre and waterfront, Iskandar Puteri, Tanjung Pelepas–Tanjung Bin, Pasir Gudang–Tanjung Langsat, Senai–Skudai, Kulai–Sedenak, Desaru–Penawar, Forest City and the Pengerang Integrated Petroleum Complex. Forest City is also a Special Financial Zone with its own package, including a 0% rate for single family offices under orders gazetted in October 2025. The Invest Malaysia Facilitation Centre Johor (IMFC-J) is the one-stop centre that coordinates applications, licences and approvals.

The 5% corporate rate: sectors and conditions

The headline incentive is a special corporate tax rate of 5%, against the standard 24%, for up to 15 years. MIDA’s guidelines attach it to specific activities, not to the zone as a whole. New manufacturing companies in the AI and quantum-computing supply chain, medical devices and pharmaceuticals get 15 years if capital investment, excluding land, exceeds RM1 billion, and 10 years for RM500 million to RM1 billion. Aerospace manufacturing and maintenance, and downstream specialty chemicals, have similar packages, while existing manufacturers are generally offered an investment tax allowance instead.

For services, the Global Services Hub package gives 5% for up to 15 years in the Johor Bahru waterfront and Iskandar Puteri flagships, for regional functions such as profit-and-loss management, business planning and treasury. Budget 2027 proposes a nationwide Global Services Hub incentive for MIDA applications from 1 January 2027, at 5% for new hub companies in five-year periods up to 30 years, and extends its treasury fund management exemptions to the JS-SEZ package. The conditions are demanding: annual operating expenditure of at least RM50 million, annual sales of at least RM500 million, serving at least 10 network companies, and at least half of high-value posts, with a basic salary of RM10,000 a month or more, filled by full-time Malaysian employees. Smart logistics and integrated tourism projects receive investment tax allowances rather than the 5% rate.

In practice, the incentives are not automatic: each is granted on MIDA’s approval, with conditions attached, to a company operating in Johor, so a Singapore business needs a local entity. Budget proposals that would change these terms take effect only once legislated or written into MIDA’s guidelines.

The 15% rate for knowledge workers

Eligible knowledge workers employed in the zone pay a flat 15% on chargeable employment income for 10 years, instead of the progressive resident rates. According to MIDA’s published package, the worker may be Malaysian or foreign, must earn more than RM20,000 a month, must have had no employment income in Malaysia in the previous 24 months, must meet academic and experience requirements, and must work in a profession on the Malaysia Critical Occupations List (MyCOL) within a JS-SEZ qualifying sector. Applications are accepted until 31 December 2034.

The 24-month rule aims the rate at new arrivals and returning Malaysians, not at staff already working in Johor. The published criteria are brief, so confirm a candidate’s eligibility with MIDA before building the rate into an offer. Work-pass rules are unchanged: foreign hires still need an Employment Pass, with the usual paid-up capital and salary conditions.

Border, immigration and licensing measures

According to Enterprise Singapore, Singapore introduced passport-free QR-code clearance at its land checkpoints in March 2024, and since 1 January 2025 one permit has replaced two for land intermodal transhipments. Malaysia has been trialling its own QR clearance at the Johor checkpoints. On 14 October 2025, Malaysia’s Ministry of Investment, Trade and Industry announced manufacturing licence decisions within 7 working days for non-sensitive industries in JS-SEZ sectors.

For visiting investors, the Immigration Department’s Investor Pass, available since 1 April 2025 through the Xpats Gateway platform, is a multiple-entry visa valid for six months and extendable for six more. The Johor Bahru–Singapore RTS Link, a 4 km rail line where passengers clear both countries’ immigration once at departure, is due to open around the turn of 2027. Paperless clearance for goods and more automated lanes are announced but not yet in force.

What a Singapore business must do to qualify

Match the project to one of MIDA’s sector packages and flagship zones, then test it against the capital, turnover, operating-spend and Malaysian-employment conditions.

Incorporate a Malaysian company, open a local bank account and register for tax; several packages also require paid-up capital of at least RM2.5 million.

Apply online to MIDA before the qualifying operations begin and no later than 31 December 2034, using IMFC-J to coordinate licences and approvals.

Choose between the JS-SEZ package and other MIDA incentives such as pioneer status, because you cannot claim both.

Price dealings between the Singapore parent and the Johor company at arm’s length, and document them under Malaysia’s transfer pricing rules.

Check Enterprise Singapore support, such as the Market Readiness Assistance grant, and confirm knowledge-worker and Employment Pass eligibility before making offers.

Frequently asked questions

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
What is the tax rate in the Johor-Singapore Special Economic Zone?

Qualifying new investment can receive a special corporate tax rate of 5% for up to 15 years, against Malaysia’s standard 24%.
