Can VIVOS set up both mainland and free zone companies in the UAE?

Yes. VIVOS advises on and forms both. The choice affects where a company can trade, its office and visa options, and its tax treatment: taxable income above AED 375,000 is taxed at 9%, while a Qualifying Free Zone Person can keep a 0% rate on qualifying income if it meets the conditions, including the de minimis test.

Is UAE Small Business Relief still available to new companies?

Yes. The UAE Ministry of Finance announced on 7 August 2026 (Ministerial Decision No. 131) that Small Business Relief is extended to tax periods ending on or before 31 December 2029. Resident businesses with revenue of AED 3 million or less can elect for it; Qualifying Free Zone Persons and members of multinational enterprise groups cannot.
