UAE E-Invoicing Deadline: Appoint a Provider by 30 October 2026
UAE businesses with revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026 and go live with e-invoicing on 1 January 2027 (Ministerial Decision 66 of 2026). Below AED 50 million, the dates are 31 March 2027 and 1 July 2027. The Ministry of Finance says no further extensions will be granted.
What many pages still say: “Appoint a provider by 31 July 2026.”
What’s true since 10 May 2026: for revenue of AED 50 million or more, the date is 30 October 2026 under Ministerial Decision 66 of 2026, which the Ministry of Finance calls “a targeted and final adjustment” (MoF, 30 June 2026).
Update, 19 October 2026. On 19 October 2026 the Ministry of Finance announced Ministerial Decision No. 197 of 2026, which amends Ministerial Decision No. 243 of 2025 and, the Ministry says, became effective on 1 October 2026. The dates on this page do not change. The text does four things. Business Transactions between members of the same Tax Group are Excluded Transactions for 24 months starting 1 January 2027. An Issuer that is not a VAT Registrant must now issue and transmit an e-invoice within 14 Business Days of the Date of Business Transaction, where the earlier text said 14 days. E-invoice data must be retained for the period in the Tax Procedures Law and produced to the Federal Tax Authority on request, and the requirement to store it inside the UAE is removed. The “System Failure” definition is deleted and the two-business-day notification rule (Article 12) is repealed. Penalties note: the Ministry’s October 2026 programme deck lists Cabinet Decision No. 173 of 2026 as the e-invoicing penalties decision and marks Cabinet Decision No. 106 of 2025 as repealed. The AED 5,000 figure on this page is from Decision 106 of 2025, as announced by the Ministry on 8 December 2025; we are checking Decision 173 of 2026 and will update this page. When must a UAE business appoint an e-invoicing provider?
By 30 October 2026 if its revenue is AED 50 million or more. Ministerial Decision 66 of 2026 rewrote Article 5(1)(a) of Ministerial Decision 244 of 2025: such a person “shall appoint an Accredited Service Provider by 30 October 2026 and shall implement the Electronic Invoicing System by 1 January 2027”. An Accredited Service Provider (ASP) is a provider accredited by the Ministry of Finance to send, receive and exchange e-invoices.
Why do many pages still say 31 July 2026?
Because that was the original date. On 10 May 2026 the Ministry of Finance announced the move to 30 October, citing market readiness and business feedback on choice and pricing, and kept the 1 January 2027 start. Its 30 June deck says all other deadlines remain unchanged. The Federal Tax Authority repeated the date on 29 September 2026. The Ministry calls its eInvoicing page the only official source on the programme: check dates there, not in summaries.
Are smaller UAE businesses exempt from e-invoicing?
No, they are next: below AED 50 million, a provider by 31 March 2027 and go-live by 1 July 2027. Once the phases end, every person subject to the system must appoint a provider (Article 5(1)(d)). Only sales to consumers, and businesses that make nothing else, wait for a later decision.
Does e-invoicing apply if a company is not VAT-registered?
Yes. Ministerial Decision 243 of 2025 applies to “any Person conducting Business in the State in respect of every Business Transaction”, unless excluded; Article 4 lists a few transactions, such as certain airline services and VAT-exempt or zero-rated financial services. Non-registrants issue within 14 Business Days of the transaction (Ministerial Decision 197 of 2026, effective 1 October 2026). A PDF sent by email does not count: the Ministry says PDFs, scans and emails are not e-invoices.
What is the penalty for missing the UAE e-invoicing deadline?
AED 5,000 for each month or part of a month of delay. Item 1 of the table in Cabinet Decision 106 of 2025 covers failing to implement the system, “including the failure to appoint an Accredited Service Provider within the timeline”. On that wording, two weeks late is still a month.
What changes if you also run a company in Singapore?
The standard is shared; the providers and dates are not. The UAE model is built on OpenPeppol, with a UAE data standard called PINT AE. Singapore’s InvoiceNow is built on the Peppol framework, and IMDA approves Access Point providers there (IMDA). In the UAE, your provider must be on the Ministry of Finance list. Check each country’s list on its own.
What to do by 30 October 2026
- Confirm revenue: gross income in your latest financial statements. AED 50,000,000 or more means 30 October 2026.
- Shortlist from the accredited list, not the pre-approved providers still under final assessment.
- Contract and integrate, then onboard on EmaraTax, the order the FTA set out.
- Map customers: businesses and government are in; consumer sales are out, for now.
- Plan the switch from PDF invoices to structured e-invoices by 1 January 2027.
- Below AED 50 million? Your dates are 31 March and 1 July 2027. Choose early.
How does VIVOS run both ends?
With its own licensed company on each side: VIVOS Corporate Services L.L.C. in Dubai and VIVOS Pte. Ltd. in Singapore. One team keeps both calendars: which phase applies, the revenue figure behind it, and each country’s dates.

When must a UAE business appoint an e-invoicing provider? With revenue of fifty million dirhams or more, by the thirtieth of October 2026, going live on the first of January 2027. The Ministry of Finance says there will be no more extensions.
I’m Ray Tay, co-founder of VIVOS. Many pages still show the old date, the thirty-first of July. The ministry has called this change final.
Smaller businesses aren’t exempt, just next. Below fifty million dirhams, appoint a provider by the thirty-first of March 2027 and go live on the first of July 2027. Sales to consumers stay outside for now.
And it isn’t only for VAT-registered companies. It covers businesses invoicing other businesses or government. Missing the deadline costs five thousand dirhams for each month of delay.
Also run a company in Singapore? The UAE system is built on Peppol, the same standard as Singapore’s InvoiceNow. But each country accredits its own providers and sets its own dates.
So pick your provider now, not on the twenty-ninth. VIVOS runs both ends, with VIVOS in Singapore and VIVOS Corporate Services in Dubai. Most firms compare countries. VIVOS connects them.

Frequently asked questions
When must a UAE business appoint an e-invoicing provider?
It depends on revenue. With revenue of AED 50 million or more, appoint an Accredited Service Provider by 30 October 2026 and implement e-invoicing by 1 January 2027 (Ministerial Decision 66 of 2026). Below AED 50 million, the dates are 31 March 2027 and 1 July 2027. The Ministry of Finance says no further extensions will be granted.
Does UAE e-invoicing apply if my company is not VAT-registered?
Yes, if it conducts business in the UAE. Ministerial Decision 243 of 2025 covers any person conducting business in the UAE, for every business transaction, unless excluded (Articles 3 and 4). VAT registration changes the timing only: registrants follow the VAT Law, and others issue e-invoices within 14 Business Days of the transaction (Article 6(5), as amended by Ministerial Decision 197 of 2026).
Does UAE e-invoicing cover sales to consumers?
Not for now. Article 5(2) of Ministerial Decision 244 of 2025 keeps business-to-consumer transactions, and businesses that only make them, outside the system until the Minister decides otherwise. Invoices to other businesses and to government are in scope, so a business with both kinds of customer still needs an Accredited Service Provider.
What is the penalty for missing the UAE e-invoicing deadline?
AED 5,000 for each month or part of a month of delay, under item 1 of the table annexed to Cabinet Decision 106 of 2025, which covers failing to implement the system, including failing to appoint an Accredited Service Provider on time. E-invoices not issued and transmitted on time cost AED 100 each, up to AED 5,000 per calendar month (item 2).
How is revenue measured for the AED 50 million e-invoicing threshold?
As gross income in the most recent accounting period, based on financial statements prepared under applicable UAE legislation, or other documentation acceptable to the Federal Tax Authority where there are none (Ministerial Decision 244 of 2025, Article 1). Revenue of AED 50,000,000 or more puts a business in the 30 October 2026 group.
Can a Singapore group use one e-invoicing provider for the UAE and Singapore?
Check each country separately. Both use Peppol: the UAE model is built on OpenPeppol (PINT AE) and Singapore’s InvoiceNow on the Peppol framework. But each country accredits its own providers: the UAE Ministry of Finance publishes its list of Accredited Service Providers, and IMDA approves Peppol Access Point providers in Singapore.
